What is the missing number?

My Facebook post: Sunday brain teaser. A pal sent me this, 'P1 math...'. 😅

I was at a loss for words because I have NO idea what's the answer. Wanna know the answer? See below: I personally think Sandy Peace's answer is clearer.

The answer is 1. Working 1: It's basically the addition of all the numerals E.g. First set, 1+2+3+8= 14 Second set, 1+3+0++1+9= 14. So, 1+3+9+?=14, thus ?=1.
